Not only are expressway users in the province of Ontario, Canada, enduring chronic massive expressway congestion that ETO can fix.

Neighboods near Ontario's congested expressways suffer resulting emissions and their local roads are jammed by frustrated through trip drivers fed up with expressway crawl.

Adding insult to injury, users and neighbours of Ontario expressways are forced through their taxes to support a "transportation establishment" that cynically stonewalls investigation of innovative ITS ideas like ETO.

Expressway users and neighbours in other transportation jurisdictions (e.g. XYZ) will be able to form their own ITS-ETO Co-op (XYZ), similar to the ITS-ETO Co-op (GTHA) described in the next section.

EXPRESSWAY NEIGHBOURS AND USERS TOGETHER, WILL USE THEIR MAJORITY BALLOT BOX POWER, BRING ITS-ETO EXPRESSWAY RELIEF.

The ETO inventor plans to mobilize broad public political outcry for ETO by recruiting voters to an ITS-ETO Co-operative of elector members in the Greater Toronto and Hamilton Area (GTHA).

The ITS-ETO Co-op (GTHA) will gather grass-roots ETO beneficiaries ...

• expressway drivers & their passengers.
  
  

• shippers & fleet operators (truck, bus, taxi, limo, police, etc.)
  
  

• neighbours of expressways.
  
  

• users of local roads near expressways.
  

... into a potent polity the "transportation establishment" cannot ignore:

• 100,000+ membership; each member paying only $10 yearly.
  
  

• Rapid growth; Internet, viral, drivethru, takeout, parklot, xwalk.
  
  

• Inform drivers, expressway neighbours; adverts, publicity, events.
  
  

• Pressure politics; letter, phone, email, blog, tweet, meet, demos.
  
  

• Strategic voting; the language politicians understand best.

The ITS-ETO Co-op (GTHA) will own voting shares in and appoint one director to the board of the ITS-ETO Consortium.
